Purpose Of The Application

The addition of a micro-brewery and micro gin distillery, as well as the addition of office space within the boundaries of the approved Chapman’s Peak Estate, and more specifically, within the south-eastern portion of the estate which contains commercial facilities, i.e. restaurant, wine tasting and sales, function venue and winery.

Applications in terms of the City of Cape Town Municipal Planning By-Law:
Deviation from District Spatial Development Framework

Inconsistent with the Southern District Plan in terms of proposed business use.
Consolidation: Consolidation of unregistered erven 549 and 550, Chapmans Peak
Rezoning: Rezoning of the consolidated property from Subdivisional Area for Rural (RU) purposes to Subdivisional Area for Rural (RU), Local Business 1: Intermediate Business (LB1) and Mixed-Use Subzone 1 (MU1) purposes to facilitate the addition of offices.
Subdivision: Subdivision of the consolidated property into three portions.
Amendment of conditions of approval including the approved development plan as follows:
(i) Rezoning, subdivision and departures (Approval in terms of the Land Use Planning Ordinance 12 August 2014)

  • Condition 4.1.1: “Portion 29 may only be used for the purposes of a restaurantand/or wine tasting and related parking, as well as the entrance facilities to the site.”
  • To be amended as follows:
    Condition 4.1.1: Portion 29 may only be used for the purposes of a restaurant and/or
    wine tasting and/or micro brewery and/or micro gin distillery and related parking, as well as the entrance facilities to the site.
  • Condition 4.1.2: “The GLA of all buildings on Portion 29 relating to the restaurant and
    wine tasting facilities shall not exceed 700m².” 
    To be amended as follows:
    Condition 4.1.2: The GLA of all buildings on Portion 29 relating to the restaurant,
    wine tasting, micro-brewery and micro gin distillery facilities shall not exceed 925m².
  • Condition 4.1.3: “All building plans for Portion 29 shall be generally in accordance with the Site Development Plan (SDP) drawn by South Architects,
    numbered 07017 – SDP 001 Revision A, dated 2011-11-07.”

    To be amended as follows:
    Condition 4.1.3: All building plans for Portion 29 shall be generally in accordance
    with the plans drawn by Mike Shaw Architects, numbered CS 01, CS 06, CS 07, CS 08 and CS 09 dated 17-10-2016.
  • Condition 5.6.6: “The HOA shall comprise the registered owners of Portions 1 to 28 as designated on subdivision plan LUM/76/1387-5. The owners shall…” 
    To be amended as follows:

    To be amended as follows:
    Condition 2.1.1: The development of the portion of the property to be used for the tourist facilities, winery and offices shall be generally in accordance with the plans with Drawing Numbers CS 01, CS 10 and CS 11 dated 17-10-2016 drawn by Mike Shaw Architects.
  • Condition 2.1.2: “The tourist facilities is restricted to a function room, wine sales andwine tasting.”

It has been a busy and exciting few weeks for the Noordhoek 2030 team.

We moderated 25 small discussion groups (with an average turnout of 10 people per group).
Our Interceptors questioned 368 people at various venues in and around Noordhoek.
We spent 2 days analysing information.
We moderated a Meeting of the Minds where 50+ representatives from the 25 discussion groups, our interceptors and the NRPA EXCO workshopped the analysed information.

This is to let you know that three of us living in Kommetjie have joined the SANCCOB team of first responders, dealing with reports of sea birds (sea birds only) in distress.

We’re focusing on the coast from Scarborough to Noordhoek.

As we are volunteers, we attend birds as and when we are available – we’re not on permanent call, but we help whenever we can.

Guttural Toads

Dear Noordhoek Resident:

The breeding season for the guttural toad starts round about now, so residents need to be on the listen-out for the loud calling indicating that mating is about to happen.

Green Wardens

The Green Wardens Project is a City of Cape Town initiative to employ local people, paid by the City, but managed and facilitated by the local Ratepayers Associations.

It is with great pleasure that we announce that the Noordhoek Ratepayers Association (NRPA) has joined this program. We have a team of 5 Masi residents who have been employed to remove unwanted vegetation on City land in Noordhoek. There are similar projects in Sun Valley, Glencairn and Kommetjie.
